Job Description:
- Accounting and Financial Oversight:
- Assist in the preparation and monitoring of the agency’s operating and investment budgets.
- Oversee accounting and management control tasks, including tracking consumption and expenditures by category, and managing supplier relations.
- Process operating and investment expenses.
- Ensure administrative and accounting management of managed funds, including document verification and VAT reimbursement.

- Organize and supervise the maintenance of the agency’s movable and immovable assets.
- Manage relationships with suppliers to ensure smooth operations.
- Conduct periodic physical inventories and draft entry/exit reports.
- Oversee real estate and equipment lease agreements.
- Handle travel logistics for staff missions and training.
- Monitor signature delegation processes and draft procedural notes.
- Serve as the Agency Security Referent, implementing security policies for staff, assets, and information. Support audits and staff training initiatives.
- Note: As the Agency Security Referent, the Office Manager will be responsible for implementing the agency's policy on the security of personnel, assets, and property. This includes audit follow-ups and contributing to staff training.
Staff Administrative Management:
- Assist in preparing payrolls and monitor events affecting payroll and employee benefits, including leave, absences, and sickness.
- Manage administrative procedures related to employment and personnel obligations.
- Act as the focal point for personal data protection procedures in coordination with AFD headquarters.
- Communication and Information Coordination:
- Contribute to the agency’s communication action plan in collaboration with the Country Director, Country Manager, and Regional Communications Officer.
- Oversee communication actions, including supplier coordination and logistical management, in cooperation with French embassies in the region.
- Draft documents such as notes, letters, articles, press releases, and project/country sheets.
- Design and implement communication tools and media (written, audiovisual, and digital).
- Ensure access to and distribution of relevant information on countries, sectors, and projects. Establish monitoring tools in coordination with the Regional Communications Officer and AFD headquarters.
- Manage the agency’s archives, ensuring compliance with information management standards.
Local IT Liaison Officer
- Act as a liaison with the Head Office and local IT partners (e.g., internet and telecommunications providers) to address and resolve ongoing IT issues in the office
- Report and monitor the resolution of IT problems.
- Manage office access controls and permissions through the MAP program
- Handle requests for internal and external internet access
- Monitoring the functioning and maintenance of office the servers
Main Requirements:
- Bachelor’s degree;
- Minimum 5 years of experience as office manager, administrative manager;
- Excellent written and verbal communication skills in English;
- Knowledge of French language will be is a strong advantage;
- Knowledge MS Office.
