“Sustainable Urban Development in Georgia“

Background
The Sustainable Urban Development in Georgia Project is implemented in partnership with the Ministry of Regional Development and Infrastructure (MRDI) by the Deutsche Gesell-schaft für Internationale Zusammenarbeit (GIZ) GmbH, acting on behalf of the German Fe-deral Ministry for Economic Cooperation and Development (BMZ). The current project phase is scheduled from February 2023 to January 2027. 
The project aims to contribute to participatory, climate-friendly, gender-sensitive and integra-ted sustainable urban development in Georgia in line with the New Urban Agenda. By in-creas¬ing capacities of national and local governments to better implement climate-relevant strategies in cooperation with private and civil society actors, the project supports Georgian cities to design and implement integrated, ready-for-financing urban development projects in the domains of climate, energy efficiency, waste management, and mobility.
The project applies a methodological instrument of Urban Labs to respond to the growing demand from cities to find transformative solutions to complex urban challenges. The Urban Labs are scientifically supported field studies (real world experiments) on success and obs¬tacle factors of investment or neighborhood development planning in Georgia. Learning ex-periences from the Urban Labs contribute to the reform in the field of urban development through the multi-stakeholder reform group – Urban Policy Innovation Group (UPIG), which de¬velops proposals for the amendment of structures, procedures, and practices for climate-oriented, integrated, and participatory urban development in Georgia. Additionally, the know¬ledge exchange is supported through an Urban Innovator’s Network.

Responsibilities: 
The Advisor is primarily responsible for coordinating Output 4 of the project, which focuses on developing proposals concerning the amendment of legal regulations, national urban development programmes or financing instruments in Georgia. Those recommendations are communicated by the Georgian “Urban Policy Innovation Group” (UPIG), which was initiated by the project and is lead by MRDI. Tasks related to this responsibility include:
  • Overseeing the formulation of recommendations and policy papers in which members of the UPIG each derive policy recommendations from the Urban Labs for their respective area of responsibility
  • Coordinating tender procedures and other relevant processes to ensure smooth implementation of Output 4
  • Planning and organizing UPIG meetings
  • Being the project’s focal person to the partner ministry MRDI
  • Facilitating and maintaining relationships with the project’s stakeholders relevant to Output 4
  • Contributing to the conceptual development and operational planning of the project.
  • Closely coordinating with Output 5 on knowledge management among urban practitioners in Georgia (Urban Innovators’ Network) to ensure cohesion and synergies.

Tasks:
Knowledge Management
Additionally, the Advisor will play a key role in knowledge management. Including:
  • Ensuring knowledge transfer / exchange with other projects (GIZ and other) and internal as well as external relevant networks, including the cooperation partners
  • Preparing appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager, including good practice cases internationally
  • Research/compiling relevant information to be shared with the main stakeholders of the project 
  • Supporting cooperation, regular contact and dialogue between the project partners, relevant organisations and non-governmental stakeholders in the project context

Other Duties and Additional Tasks
  • Moreover, the Advisor will support the implementation of Output 1 (Urban Labs) and Output 5 (Urban Innovators’ Network) on a needs basis in coordination with the Advisors’ line manager. This includes:
  • Assisting with general project planning and developing project concepts
  • Reviewing technical documents
  • Performing other duties and tasks at request of management 

Required qualifications, competences, and experience
Qualifications
  • Master degree in a discipline relevant for the advisory role to be fulfilled (e.g. urban development, climate science, economics, management, political science) 
  • Recognized expertise and 3 years of work experience in the development projects related to the climate change, energy, urban development, governance or other project related field.
  • Recognized experience in coordinating external consultants and/or capacity building activities
  • Understanding of GIZ rules and regulations, especially related to the procurement of goods and services.
  • First-hand experience with elaborating applications for EU funding opportunities is considered an asset.  

Professional experience
  • At least 3 years professional experience in the field of climate, energy, urban development, governance or related. 

Other knowledge, additional competences
  • Experience in organizing/coordinating capacity building activities, academic exchanges and/or study visits.
  • Fluent written and oral knowledge of English and Georgian. German language skills would be an asset.
  • Strong proposal writing and reporting skills 
  • High level of advisory competence, negotiation skills 
  • Solution-oriented, well-structured team player
  • High level of ICT literacy
  • Organizational and project management skills. 
  • Very good communication skills and commitment to teamwork 
  • Ability to provide substantive, clear and concise contributions to knowledge products 
  • Skills in defining problems, collecting data and processing information 
  • Ability to organize, to work independently and to meet deadlines
