Duty Station:  Based in Tbilisi with frequent travel to project areas in Kvemo Kartli and Samtskhe-Javakheti. 
Position Category:  Full-time, 34 months 
Start Date: Beginning of December 2024 
Short Summary HEKS-EPER Activity 

HEKS-EPER works in development cooperation and humanitarian aid in over thirty countries around the world. HEKS-EPER supports local initiatives of partner organizations in the field of civil society development, rural development, income generation and humanitarian aid intervention as well as implements the projects, mandated by institutional donors, such as EU, SDC etc. 
Action Description 
In frame of the EU supported Diversity for an Inclusive Future initiative, HEKS-EPER Georgia is recruiting a Project Officer for Cultural Diversity. The recruitment is subject to the successful approval by the EUD in Georgia and a member of the consortium Center for Training and Consultancy.  
Diversity for an Inclusive Future is a 36-months intervention building upon the successful achievements and track records of its consortium members, HEKS-EPER Georgia and the Center for Training and Consultancy (CTC).  
The action will enhance social cohesion among communities in Georgia, by upholding civic, political, as well as economic, social and cultural rights of ethnic and religious minorities and promoting a tolerant and inclusive national identity (Outcome), thus it will contribute to strengthening inclusive governance, positive pluralism and human rights in Georgia (Impact). The consortium will achieve this thanks to the following outputs:  
Output 1: The role and leadership of ethnic and religious minorities in social dialogue and in civil society and political processes is reinforced.  
Output 2: The rich tangible and intangible cultural heritage of the diverse minority groups of Georgia is successfully used as a tool to foster cultural diversity and tolerance.  
Output 3: Good practices drawn from the pilot and innovative initiatives are introduced for replication at the sociopolitical level, to ensure sustainable anchoring. 

General Position Summary 
  • A Project Officer for Cultural Diversity is in charge of context monitoring and ensuring cultural sensitivity throughout the action, overseeing cultural sensitivity and context tailoring of all co-creation processes in the field of education, public outreach, cultural sensitivity, ethnic/religious minorities inclusion etc., reviewing all visibility and communication materials with cultural sensitivity lenses, leading the cultural diversity research and leading the implementation of the Multilingual Cultural Diversity Campaign, including supervision of FSTP implementation, and the Open Forum on Cultural Diversity. 
  • Essential Job Functions 
  • Coordinate design and implementation of the Public Leadership School, incorporating insights from co-creation workshops and engaging relevant experts to ensure a comprehensive and participatory approach 
  • Coordinate and oversee the implementation of community initiatives led by minority groups, ensuring they receive the necessary financial support and guidance to successfully carry out their projects. 
  • Designs and coordinate the Research on Cultural Diversity in Georgia commissioned during the inception phase of the action.  
  • Leverage the findings from cultural diversity research to design and coordinate the implementation of a national awareness-raising campaign, aimed at promoting cultural diversity and fostering inclusion across Georgia. 
  • Oversee the development and implementation of a comprehensive Multilingual Cultural Diversity Campaign that promotes the values of inclusion and respect for diversity.   
  • In cooperation with colleagues supervise the implementation of the Financial Support to Third Parties (FSTP) mechanism, ensuring it aligns with the project's cultural diversity objectives 
  • Coordinate with schools when promoting cultural diversity and tolerance at the national level  
  • Collaborate with experts and colleagues to design and coordinate the implementation of a large-scale forum on cultural diversity, showcasing initiatives that safeguard, protect, and promote both tangible and intangible cultural heritage, as well as cultural diversity in Georgia. 
  • Conduct ongoing monitoring of the local context to ensure the cultural inclusion of national/religious minorities and appropriateness of all project activities.   
  • Ensure cultural sensitivity and relevance across all co-creation processes, particularly in education, public outreach, and community engagement.   
  • Collaborate with local partners, community leaders, and other stakeholders to ensure alignment with cultural norms and practices while fostering mutual understanding and collaboration.   

Qualifications: 

  • Education 
  • Advanced degree in cultural studies, social sciences, international development, or a related field. 
  • Experience 
  • Minimum of 5 years of experience in cultural diversity, inclusion, context monitoring, public outreach, communications, education or related fields.   
  • Skills 
  • Strong understanding of cultural sensitivity and diversity issues in the Georgian context, particularly in relation to ethnic and religious minorities.   
  • Excellent communication and interpersonal skills, with experience in creating culturally inclusive materials and outreach strategies.   
  • Proven ability to lead research efforts and manage public campaigns and events.   
  • Strong project management skills, with experience in overseeing multiple tasks and stakeholders.   
  • Proficiency in Georgian, English. 
  • Computer skills: MS processing application (Word, Excel, PowerPoint, MS Project and/or equivalent software for managing projects).
