Position Title: Finance Manager 
Duty Station:  Based in Tbilisi. 
Position Category:  Full-time,36 months 
Start Date: Beginning of November 2024 
Short Summary HEKS-EPER Activity 

HEKS-EPER works in development cooperation and Humanitarian Aid in over thirty  countries around the world. HEKS-EPER  supports local initiatives of partner organizations in the field of civil society development, rural development, income generation and humanitarian aid intervention as well as implements the projects, mandated by institutional donors, such as EU, SDC etc.  
Action Description 
In frame of the EU supported Diversity for an Inclusive Future initiative, HEKS-EPER Georgia is recruiting a Finance Manager. 

The recruitment is subject to the successful approval by the EUD in Georgia and a member of the consortium Center for Training and Consultancy.  
Diversity for an Inclusive Future is a 36-months intervention building upon the successful achievements and track records of its consortium members, HEKS-EPER Georgia and the Center for Training and Consultancy (CTC).  
The action will enhance social cohesion among communities in Georgia, by upholding civic, political, as well as economic, social and cultural rights of ethnic and religious minorities and promoting a tolerant and inclusive national identity (Outcome), thus it will contribute to strengthening inclusive governance, positive pluralism and human rights in Georgia (Impact). The consortium will achieve this thanks to the following outputs:  
Output 1: The role and leadership of ethnic and religious minorities in social dialogue and in civil society and political processes is reinforced.  
Output 2: The rich tangible and intangible cultural heritage of the diverse minority groups of Georgia is successfully used as a tool to foster cultural diversity and tolerance.  
Output 3: Good practices drawn from the pilot and innovative initiatives are introduced for replication at the sociopolitical level, to ensure sustainable anchoring. 

General Position Summary 

  • A Finance Manager will be in charge of compliance with financial and administrative procedures, financial reporting, set-up of the third-party financial support (FSTP) reporting templates and elaborating mechanisms for all FSTP flows. 
  • Essential Job Functions 
  • Financial operations 
  • Maintain an office financial system in accordance with EU and HEKS-EPER policies and procedures. 
  • Implement, coordinate and monitor all needed financial operations 
  • Calculate, organize and execute any financial operation. 
  • Provide financial reports to HO Tbilisi on quarterly basis. 
  • Provide compiled annual report to HO Tbilisi 
  • Comply with requirements of financial State Authorities of Georgia (Tax, etc) 
  • Ensure implementation of financial reporting and budgeting procedures 
  • Ensure preparation of documentation for the audit. 
  • Financial monitoring of financed organizations 
  • Conduct on-site financial monitoring of financially supported units on a regular basis.  
  • Analise the information, record-keeping, and reporting system and report key findings. 
  • Produce a financial monitoring report and list of recommendations to be sent to the consortium partners.  
  • Check financial reports from financially supported units (POs) to ensure compliance with the HEKS-EPER standards. Communicate any problems identified back to POs for correction/clarification and report to the HEKS-EPER Georgia’s Director.  
  • Project administration 
  • Maintain an appropriate filing system for the project to accommodate all aspects of the HEKS-EPER work. 
  • Support the Manager in organizing and conducting consultants’ and partners’ visits. 
  • Ensure the proper use and maintenance of HO equipment and office supplies, bringing any problems to the attention of the Manager. 
  • Ensure that HEKS-EPER capital asset inventory information is updated and recorded. 
  • Support Project Director and the financial officer of the HO with on-site monitoring visits and inform on findings. 
  • The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support in other areas when necessary. 


Qualifications 

  • Education 
  • University Degree in finance or a related field. 
  • Experience 
  • At least 5 years of practical experience in finance and administration.  
  • At least 5 years’ experience in international development organization. 
  • Capacity to work independently and in teamwork.   
  • Skills 
  • Fluency in oral and written Georgian and English languages. 
  • Computer skills: MS processing application (Word, Excel, PowerPoint, MS Project and/or equivalent software for managing projects).
