Duty Station:  Based in Tbilisi with frequent travel to project areas in Kvemo Kartli and Samtskhe-Javakheti.
Position Category:  Full-time, 36 months
Start Date: Beginning of November 2024

Short Summary HEKS-EPER Activity
HEKS-EPER works in development cooperation and humanitarian aid in over thirty countries around the world. HEKS-EPER supports local initiatives of partner organizations in the field of civil society development, rural development, income generation and humanitarian aid intervention as well as implements the projects, mandated by institutional donors, such as EU, SDC etc. 

ACTION DESCRIPTION
In frame of the EU supported Diversity for an Inclusive Future initiative, HEKS-EPER Georgia is recruiting a Project Director. The recruitment is subject to the successful approval by the EUD in Georgia and a member of the consortium Center for Training and Consultancy. 
Diversity for an Inclusive Future is a 36-months intervention building upon the successful achievements and track records of its consortium members, HEKS-EPER Georgia and the Center for Training and Consultancy (CTC). 

The action will enhance social cohesion among communities in Georgia, by upholding civic, political, as well as economic, social and cultural rights of ethnic and religious minorities and promoting a tolerant and inclusive national identity (Outcome), thus it will contribute to strengthening inclusive governance, positive pluralism and human rights in Georgia (Impact). The consortium will achieve this thanks to the following outputs: 
Output 1: The role and leadership of ethnic and religious minorities in social dialogue and in civil society and political processes is reinforced. 
Output 2: The rich tangible and intangible cultural heritage of the diverse minority groups of Georgia is successfully used as a tool to foster cultural diversity and tolerance. 
Output 3: Good practices drawn from the pilot and innovative initiatives are introduced for replication at the sociopolitical level, to ensure sustainable anchoring.

GENERAL POSITION SUMMARY
The Project Director is a senior management role, responsible for leading the project in close collaboration with HEKS-EPER Georgia’s management, the CTC Director, and the Advisory Group. This position involves overseeing the overall management and coordination of the project, including serving as the primary liaison with donors, coordinating Advisory Group meetings, and developing joint work plans and schedules. The Project Director will also oversee the creation of publications and lead the development and implementation of the communication and visibility plan. He/She will manage the Monitoring, Evaluation, Accountability, and Learning (MEAL) processes, assess project progress and achievements, and make necessary adjustments to ensure success.
Key responsibilities include leading the project inception, overseeing MEAL and reporting activities, organizing public information events and conferences, and managing the final external audit and evaluation. The Project Director will ensure effective public outreach, partnership building, and engagement with key stakeholders.

ESSENTIAL JOB FUNCTIONS

Project Management & Coordination:  
  • Lead the implementation of the project in consultation with the HEKS-EPER Georgia Management, CTC Director, and the Advisory Group.  
  • Manage all aspects of the project’s lifecycle, from inception to final audit and evaluation.
  • Develop and maintain joint work plans and schedules to ensure smooth project execution.
  • Oversee the development of publications and deliverables related to project activities.
  • Organize and lead Advisory Group meetings to discuss the project’s progress and key activities.
  • Coordinate development of the project inception survey and oversee the implementation of the project's Communication and Visibility Plan.  
  • Establish leadership, direction, and personal credibility amongst staff.
  • Implement and maintain a clearly understood chain of authority and accountability within project staff
  • Communicate the project goals and objectives with key team members, partners, beneficiaries, local, regional and central government and the relevant stakeholders
  • Manage with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.
  • Assist HEKS-EPER Georgia Tbilisi staff to maintain an adequate human resource plan consistent with HEKS/EPER policies, including current position descriptions for all positions, personnel orientation and professional development plans, personnel evaluation systems, field personnel policy manual, and personnel grievance procedure system. 
  • Regularly travel within the Kv. Kartli and Samtskhe Javakheti municipalities to visit project sites.

Donor Liaison & Reporting: 
  • Maintain regular communication with the donor, ensuring transparency and timely submission of progress reports.  
  • Coordinate Monitoring, Evaluation, Accountability, and Learning (MEAL) processes, assess progress, and make necessary adjustments to achieve project goals.  
  • Establish and maintain effective and timely project sub-grant decision-making, monitoring and reporting systems together with the consortium partner.  Ensure program teams are responsible and capable of conducting on-going project monitoring.
  • Ensure independent and unbiased/neutral evaluations of project at timely periods, as required internally by HEKS/EPER and by donor.

Representation & Diplomacy
  • Develop and nurture culturally sensitive internal and external relationships and networks, especially with other NGOs also implementing EU programs, to ensure optimum communication and project success
  • Serve as a focal point for coordination among all stakeholders and field staff ensuring the maximum impact of the project towards beneficiary needs  
  • Organize and participate in the project steering committee meetings
  • Fiscal, Compliance Management and Accountability
  • Manage the budget within approved spending levels and assist in the development of cash-flow projections and spending plans. 
  • Oversee budget management of sub-grantees/sub-contractors.
  • Exercise sound judgment to ensure the project expenses are reasonable, allowable and prudent.  
  • Ensure all project funds are spent in compliance with donor and HEKS/EPER rules and regulations.

QUALIFICATIONS:
Education
  • Advanced degree in social studies, public policy and/or communications

Experience
  • Proven experience (not less than 5 years) in EU or other donors supported project management, coordination, and donor liaison, preferably within the fields of civil society development or related areas.
  • Proven experience (not less than 5 years) in public outreach, education, partnership building, and networking with key stakeholders.
  • Strong leadership and communication skills, with experience managing complex, multi-stakeholder projects.
  • Experience in MEAL processes and reporting requirements.
  • Proven track record of overseeing large-scale public opinion pools, events, conferences, and advocacy efforts.

Skills
  • Strong organizational and multitasking skills with attention to detail.
  • Ability to work in a consultative manner with a wide range of partners and stakeholders.
  • Proficiency in Georgian, English
  • Excellent communication and problem-solving skills
  • Excellent reporting skills
  • Computer skills: MS processing application (Word, Excel, PowerPoint, MS Project and/or equivalent software for managing projects).
